Bye-Laws of CAFOD PDF Print E-mail
PART I : GENERAL PROVISIONS

Article 1 : These bye-laws shall lay down the procedure for the implementation of the CAFOD rules and regulations in accordance with article 14 of the said rules and regulations.

Article 2 : Membership
Membership of CAFOD shall be acquired upon request and payment of Membership fees of twenty five thousand (25. 000) CFA.


CAFOD MEMBERSHIP QUALITIES

Article 3 : An honorary Member shall be any high personality who distinguishes him / herself by remarkable actions in favour of the disabled persons in the Sub-Region.

Article 4 : Full Members shall be financially up-to-date national Federations and Unions of Associations of Disabled Persons in the Sub-Region.

Article 5 : Association Members shall be financially up-to-date Associations of Disabled Persons in the Sub-Region declared of Public utility.

Article 6 : Benevolent Members shall be Non-Governmental Organizations, Government Bodies, International Institutions and States who support CAFOD through their grants.

Article 7 : Advisory Members shall be physical or moral persons or experts who distinguish themselves through their technical support or multiform contributions in the functioning of CAFOD.
Contributions

Article 8 : Statutory contributions shall be annual and set at :

  • One hundred thousand (100. 000) CFA for full Members ;
  • Fifties thousand (50.000) CFA for Associate Members ;

Article 9 : Contributions shall due as from the year of joining.


PART II : POWERS OF EXECUTIVE BUREAU

Article 10 : The President.

  • Shall coordinate the activities of the Sub-Regional Bureau.
  • Shall convene and preside over Bureau and General Assembly meetings.
  • Shall be the vote-holder of the CAFOD budget and as the need may arise delegate this duty to any bureau Member of his / her choice.
  • Shall coordinate the activities of the Vice- Presidents from whom he seeks technical advice.
  • Shall bring together all the financial needs of CAFOD activities
  • Shall be in charge of relations with funding Bodies.
  • Shall represent CAFOD in all acts of civil life and shall represent CAFOD in all legal matters.

Article 11 : The Vice-Presidents.
They shall be elected and shall within the scope of their mission receive guidelines from the President considering their fields of action.

Article 12 : The Sub-Regional Development Bureau.
Shall comprise five (5) Vice-Presidents

  • One Vice-President in charge of development and Independent Living ;
  • One Vice-President in charge of the integration of the disabled women ;
  • One Vice-President in charge of Communication ;
  • One Vice-President in charge of External Relations ;
  • One Vice-President in charge of War Victims.

Article 13 : The Secretary General

  • Shall be responsible for the Secretarial duties of CAFOD, to this effect, he/she shall take down the minutes of the Bureau and General Assembly meetings
  • Shall keep the records
  • Shall maintain and categorize a list of Members
  • Shall register request for Membership letter and CAFOD decisions.
  • In collaboration with other Members of the Bureau, he/she shall prepare the file for the different meetings and assemblies.
  • Shall prepare the Federation’s Programme of Activities based on the Plan of Action
  • Shall be responsible for the administrative management of CAFOD.

Article 14 : The Treasurer

  • Shall manage the property of CAFOD, collect all income and execute the authorized expenditure.
  • Shall be responsible for recovery of contributions by CAFOD Members.
  • Shall draw up the budget and financial report of CAFOD and see to their dispatch to funding bodies.
  • Shall present CAFOD’S financial report during Bureau and Assembly meetings. He/she shall be responsible for this report.
  • Shall keep the financial records.

Article 15 : The Auditor

  • Shall see into the regularity of operations concerning the finance and property of CAFOD. To this effect, he/she shall come out annual or unexpected controls.
  • Shall keep copies of the financial records.

PART III : THE GENERAL ASSEMBLY

Article 16 : Votes in the General Assembly shall be by ballot and simple majority of votes cast.

Article 17 : Each delegation shall have just one vote. In case of a tie, the President shall cast the deciding vote.

Article 18 : Associate Members shall not vote but may be consulted.

Article 19 : Proxy votes shall be accepted on condition that they are presented before the proceedings begin.

Article 20 : The renewal of the mandate of the Sub-Regional Bureau shall be authorized.


PART IV : DISCIPLINE


Article 21 : The principal disciplinary Sanctions shall be :

  • Call to order
  • Dismissal

Article 22 : A call to order shall be issued when a full Member’s Activities could disrupt the pursuit of the Federation’s Activities.

Article 23 : Dismissal shall take place when serious offences are committed. They include.

  • Refusal to honour the annual contribution during two consecutive years ;
  • Or an act or statement that could discredit the Federation.

Article 24 : WITHDRAWAL
Withdrawal shall be requested by a motivational letter addressed to the Sub-Regional Bureau and endorsed by the General Assembly.

Article 25 : Membership shall be lost in case of withdrawal or dismissal, in this case, the Member shall lose all his rights.


PART V : FINANCIAL PROVISIONS

Article 26 : the ledgers kept by the Treasurer General shall be initialled and Signed by the President of the Bureau.

Article 27 : Justifying documents and accounting documents shall compulsorily be kept for a period of at least ten (10) years.

Article 28 : CAFOD shall open a bank account in the locality of CAFOD’S headquarters’.

Article 29 : For reasons of convenience Sub accounts may be open in places other than the headquarters upon the decision of the Bureau.


PART VI : FINAL PROVISIONS

Article 30 : the provisions of these bye-laws may be amended only by the Development Bureau.
