PART I : GENERAL PROVISIONS

Article 1 : In accordance with the provisions of the Constitution of PAFOD, a sub-regional Federation is hereby created here in after referred to as CAFOD.

Article 2 : CAFOD shall be a non Governmental, apolitical and non-profit-making Association.

Article 3 : The duration of CAFOD shall be unlimited.

Article 4 : The Headquarters of CAFOD shall be in Yaounde.

Article 5 : The goal of CAFOD shall be the Protection and Promotion of the Rights of Disabled Persons in the Sub-Region. Article 6 : The Objectives of CAFOD shall be to :
  • Reinforce the aptitudes the operational capacity and efficiency of the personal effort of Disabled Persons of the Sub-Region at all levels of the movement ;
  • Promote the rights of Disabled Persons of the Sub-Region ;
  • Empower Disabled women in their communities and in the African Disabled People's Movement ;
  • Reintegrate survivors of anti-personnel mines and Disabled refugees of the Sub-Region.
  • Establish a reliable communication Network in the PAFOD Structures ;
  • Promote the rights of Disabled children of the Sub-Region

 

 

 

 

 

 Article 7 : The following categories of membership shall exist within CAFOD :

  • Honorary Members
  • Full Members
  • Associate Members
  • Well Wishers
  • Advisory Members

 

 

 

 

PART II : ORGANIZATION AND FUNCTIONING

Article 8 : the Management Organs of CAFOD Shall be :

  • The General Assembly
  • The Sub-Regional Development Bureau

 

Article 9 : The General Assembly Shall bring together all paid-up Members defined in Article 7 above, it shall be the supreme Organ of CAFOD.
It shall meet in ordinary session once every four (4) years and this shall be before the General Assembly of PAFOD.
It may meet in extraordinary session upon the request of two-thirds (2/3) of its Members.

Article 10 : The executive Organ of CAFOD shall be the Sub-Regional Development Bureau.
It shall meet once every two years upon being convened by its President.
It may meet in extraordinary session.

Article 11 : The Sub-Regional Development Bureau shall be made up of elected and appointed Members.

Elected Members shall constitute the Executive Bureau which shall be made up of :

  • one (1) President
  • five (5) Vice-Presidents
  • one (1) Secretary General
  • one (1) Treasurer
  • one (1) Auditor


 
 

 

 ii.  Appointed Members shall be part of the enlarged Bureau, they include

  • Technical Adviser (s)
  • Official of specialised committees.

     

 

iii. The President shall appoint the Members provided for in (ii) above.
         This appointment should be endorsed by the General Assembly.

Article 12 : The Treasurer-General shall be the CAFOD manager and shall make any payment only upon authorization by the President.
Part III : FINAL PROVISIONS

Article 13 : Internal rules and regulations prepared by the Sub-Regional Development Bureau shall determine the procedure for the implementation of this Constitution.

Article 14 : The interpretation of these rules and regulations shall be the competence of only the General Assembly.

Article 15 : Amendments and revisions of these rules and regularations shall be decided by the General Assembly upon the recommendation of the Sub-Regional Development Bureau.

Article 16 : CAFOD may be dissolved only upon the simple majority of voting Members of the General Assembly.
To this effect, an evaluation and liquidation committee shall be set up.
